I suppose that finding a job in Canada is a big puzzle.
Most normal employers require a valid work permit when you are applying for their positions, but, when you apply for a work permit, the IRCC requires you have a job offer in advance.
So, what is the first step, to get a job, or to get a valid work permit?

I am really puzzled, is there anyone smart who can answer this question? Thank you.

You need to get job first in Canada and then you can apply work permit. Without job offer you can’t apply work permit.

- Most employers are not willing to go through the long process of hiring a foreign worker without a work permit. This is why most employers and jobs expect you to already have a work permit before you apply for the job. There are ways to get an open work permit in Canada which allows you to work for any employer. One example is completing full time studies in Canada of at least 8 months. Another example is accompanying a spouse to Canada who is coming on a study permit to complete full time studies in Canada.
- If you do not hold an open work permit and want to work in Canada, then you need to find an employer who is willing to go through the full process. This involves giving you a job offer and then also obtaining an approved LMIA. The LMIA process typically takes several months. If you have a job offer and approved LMIA, you can then apply for a closed work permit tied to that specific employer. It is generally very difficult (but not impossible) to find employers who are willing to go through this process.
