Asking on behalf of a friend who is in Edmonton (on visitor record) with her daughters in high school (10th and 11th grade).

She recently was offered a housekeeping job from a Hotel, with an LMO. As a parent member of a student visa holder, can she apply for her work permit at Vegreville? Or does she have to leave and return (flagpole at the border)?

CIC site states that if "your spouse or parent" has a work permit or study permit, you are allowed to apply in Canada without having to leave (or flagpole). Can a parent visitor with a study permit holder child do that as well?

visit the CIC website and find the CIC office at Edmonton. Walk up there and ask them. My feel is, you dont have to flagpole.

Your feeling is wrong, she is a visitor in Canada, cannot apply in Canada as parent of a student. Overseas office or Port of Entry if eligible.
