Yes, its general instrcutions for all documents usually writen at start, but they have also Particular instructions for each of section. Forexample, my visa office has same instructions as you pasted above , but when we scroll down and read each of particular section requrements, then WORK EXPERIENCE will go like this...

original and up-to-date letters
of reference from your past and current employers. Letters must be written on
company letterhead and show the company's full address, telephone and fax
numbers, and be stamped with the company's official seal.
Both versions are correct. If you do not want to send anything original, photocopy it, and get it notarized. But it also varies from country to country.

Dear Sir/ Madam, I am requested to submit my documents to process application of Federal
Skilled worker immigration till 25th of May 2009. In London office guidelines it is
mentioned to submit original transcripts in university sealed envelops. I am currently resident
in UK but my most of my acadamic qualifications are from Pakistan. Unfortunatly in
Pakistan its not possible to get another original copy of your acadamic transcripts from
university. They only issue original transcripts once. Even if you need duplicate transcripts
from university if it takes more than 3 months to get and it is a long procedure. I tried my best
and only succeeded to get verified photo copies of my transcripts in university sealed
evelops. So, Is it alright if I send those sealed verified copies with my original transcripts? If
you need any further information please do not hesitate to contact me.
