90 Days PPR....a mandate or a myth??

On this 90 days period to return passport from VO, I need to know if:

- It's a mandate irrespective of application category or a myth....? Where is this period mentioned?

- Countdown starts from the date on PPR letter from VO or from the day when the Passport is received by a VO?

- Would there be any change in e-case status prior to passport returning to the candidate or it's the vice versa?
