If the consulate deposits my $550 CAD foreign draft, does this mean I have a good chance of getting the PR Card?

No, they deposit all the money they receive, if your refused (FSW1) at Sydney you get it refunded, if you are refused at FSW 2/3 or FSW1 from the overseas office, they keep it.

Skilled worker. Nope the fee is a processing fee, if CHC processes the application they keep the money whether it is approved or refused (Except for those that apply to Sydney whose occupation is not on the list)

You really haven't read any of the information at www.cic.gc.ca have you? Of course the lawyer asks for the $550, he isn't going to pay the processing fee out of his pocket. If you want your application processed you pay the money, no money, no application.

As far I know, Once they receive your application after quick review first thing they do is encashing your check. Then down the line they check all other things decide to proceed or not. If they process your application and rejected for a fault from your side, you get nothing back.

You really need to to to CIC web page and do some reading. Sydney is also in Canada not Australia and thats where they process the application, and they would return your fee if they reject your application.
