4-week ESL Class + Existing TRV

A friend has a valid multi-entry 10-year TRV. My understanding is that under the new Covid-19 guidelines, she would still need to apply for a study permit, even though the duration of her educational program is only 4-weeks.

Is it likely CIC will issue her a study permit for 4 weeks? When she enters Canada will she likely be granted the full 6-month entry stamp? Would she be able to stay 6 months in Canada, or only the 4 weeks of the duration of her study permit? My assumption would be she would only be authorized to study for 4 weeks, but could stay the full 6 months of her TRV entry. She is an avid world wide traveler, and has $ in the bank.

Yes she needs to apply for a study permit with a DLI school that has a readiness plan. Depending where she lives processing takes months and may be refused for being an ESL 4 week course. She needs to pay all fees. Officers will decide how long she stays even if she has a TRV. If during Covid, they may only authorize her to stay for 4 weeks because they don’t want “tourists” in the country. Why does she need to stay if she can’t work or study after the course.

Correct. She cannot travel to Canada on the TRV at this time.

She can certainly try applying for the study permit. Study permits for ESL courses generally have much lower rates of approval since they have been too frequently used by individuals who aren't genuine students as a means of trying to get to Canada. I would plan on processing taking at least 4 months, quite possibly longer.

If travel restrictions are still in place when she enters Canada, then I would expect she will be allowed in for the duration of her studies and will then be expected to leave Canada. It's up to IRCC how long someone is allowed into Canada even if they are holding a valid TRV. So I would not count on a six month visit being granted. This will be up to CBSA to decide at the border.

Thank you both for the replies! The current wait for a study permit is showing 14 weeks. Would this be accurate. My friend has 2 tourist visas, the latest was issued using CAN+ and was approved in 1-2 days, even though the wait online was significantly longer. Is there a CAN+ for study permits?

There's no CAN+ for study permits.
