Hi hasan,
As yr VO is Sing-re, which is processing applications within 14 months, that is faster than London, Buffalo or Moskow, so it's already 1 +(positive info) but you have to count from October, so can do calculation by your own. But it can be any minute too, but be ready to wait all 14 months.

I am clearly seeing that 0213 and 4131's are being overlooked now. may be for too many of applications on their hands from these two categories.
