21 day travelling rule

Guys is there any rule that we can only enter canada before 21 days of the start of course. My friend has his visa already approved and is now attempting to travel. His classes are going to start on 18 January and he is planning to book tickets of 25 December. He want to complete quarantine period and need some days to adjust to the atmosphere before start of his classes.

I'm attempting to travel december 11th and my classes starts january 11th i'll let you know how it goes

Leaving on December 25th for classes on the 18th should be fine. Plus he has to quarantin. It is coming months ahead that is an issue.

Even 4 weeks before classes seems fine in my opinion you just maybe have to explain that you need to adjust to the weather and do some important errands like opening a bank account get your sim and sin do bunch of installation stuff before classes so you can have a clear mind when studying
