Now, my question is do I need to create a pr portal account by myself at this point? Currently I don’t have a pr portal account.

Just follow the information provided. Reply to that email with the information asked of you and your family.

After they received that, they will create the portal for P2.

September 11th you said: Got P1 a few minutes ago, replied right away

September 12th: you said you also received P2 in 24 hours after you received P1

And after that you received your ecorp and applied for new sin and you received that too? And after P2 everything happens in less than 4 business day? You are very lucky congratulations.
