Aren't the p1-p2-ecopr stages handled by a secondary office?

Does anyone know which secondary office is currently processing applications very quickly?

It seems most people are being directed to Montreal office for p1-ecopr

I applied 2023 September yesterday FD came, still no P1
I did 10000 things
Webform
Mp
Called IRCC
Last thing I did was demanded letter
One of the guys from this GP told me I don’t know because of that i got FD or no
But you can try
But truly it’s unfair to all of us today its 3 years and 1 month for my application while 2025 people got P1 after only one year and half, it's unfair

I am also considering demand letter. 32 months passed. Security not started. Can you guide my how to do demand letter .

42 months and still no FD , Applied Application on Apr-2023 in Ontario, eligibility Aug-2024 then silent till 09-Jun-2026 officer asked for military proof and asked for biometric for my daughter that recently completed 18 yeas here in Canada all information provided in the same week, last ATIP information showed non-complex processing but still no FD yet any Advice?

I honestly have no idea who is quicker that seems more up to your ircc agent than the office
