42 months doesnt make sense for ontario.
what was the reason of this huge delay?
today I continue 41 months and my profile in Ontario with IRCC. everything is make sense.

Have you thought of filing for mandamus? 41 months and no FD is a very long wait time. I suggest you talk to some lawyers to see your next possible steps if you haven't already. I am also passing 33 months and no response I was thinking to file for court but 41 months is wild!!!!!
 
If it’s an emergency trip, I would contact IRCC as soon as possible rather than just waiting. IRCC specifically says to contact them if you plan to travel before receiving your e-COPR. Explain the emergency clearly and provide supporting documents, such as a doctor’s letter or proof of travel, if available. Hopefully they can assist you before your trip. Also, e-COPR is important because it confirms your PR status, but for returning to Canada by commercial transportation after travelling abroad, you generally need a valid PR card or, if you are already outside Canada, a PRTD.
I did that but they said that you have to wait, I don't know what do I do in this condition?

I ask my lawyer he say I don’t advise to do it and also it’s take 1 to 1.5 years
And during this time thy don’t tutch your file
