You shouldn't be ashamed, you did a really good analysis. It definitely helped me to see the clear picture. It is frustrating to wait but it is what it is. We can't do anything from our side. There must be several reasons behind difference in processing times.
I applied through a representative and he told me that they will request security clearance from my country of residence (not the country of nationality). But Canada and that middle eastern country don't have agreement for sharing security info, so in this case IRCC people will wait for a certain period time and then issue PR eventually once they will not receive any response.
I also traveled to a few countries before coming to Canada, who knows IRCC would be checking with those countries that I applied refugee in those countries.
Those 2024 applicants might have simpler cases and they got processed quicker than mine. There could be a possibility that mostly complex cases are left from 2023 thats why they are able to process approximately 400 cases.
All these are assumptions except what my representative told me.
I am June 2023 applicant by the way.

I don't have any military background, and I didn't complete military service in my country.Does your country require mandatory military service? Some countries require mandatory military service for like 1 or 2 years.This is the funny part
That's what I thought, IRCC knows that your country of nationality requires mandatory service so thats why they asked you to fill out that form. In my opinion they will now make sure that the information you've provided is correct, that is, you didn't do the military service. Again, this is just my opinion.
What’s happening right now is that IRCC has suddenly reduced the processing time from 70 months to 16 months. Because they need to be accountable to higher authorities, instead of focusing on 2023 applications, they’ve shifted their attention to newer files.
In reality, this is a way to improve their statistics. For example, they might process 1 application from 2023 in a day, but 9 applications from 2024 and later. Since most 2023 applications have already passed around 30 months, this approach helps them lower the overall average processing time.

Yes, this could be the case, I also have a same feeling about this.
Your opinion is absolutely correct , and this process has been completely unfair to 2023 applicants .
September 2022 applicant here. Principal applicant got pr in April 2025 dependents recieved biometric request in October 2025, got medicals, pcc, updated imm forms request on February 28 2026 still waiting….
We don't even know if they have started the 115,000 protected person one time initiative..since they have started the 33,000 skilled temporary workers

My case in non complex, no dependent, came from a European country, no messy travel history, no military background. Absolutely no updates after the pre arrival and eligibility back in September 2024.
