I also applied in February 2023. Does that mean IRCC might make a final decision around May 22

Most probably, the IRCC agent I spoke with said May 20s is what my application is supposed to have a decision.

A new open work permit or refugee travel document could help to get a PR faster?

No it doesn’t, I applied for my travel documents twice (received both within 20 days) since i applied for PR (Feb 26, 2023), renewed my work permit last month (received within 2 months), it didn’t affect my PR application.
I haven’t received Eligibility or pre-arrival, called IRCC several times and they don’t need any information from my end. My file is under processing. It depends on the case officer, some of the files opens faster than others.
