You've applied 3 years ago and IRCC cannot even hide behind the "other agencies" excuse. It's absolutely ludicrous. TBH, if there's an issue with your physical presence, they should have told you in 2024 and you would have reapplied since then and gotten the citizenship, and if they think your language proof isn't convincing or, worse, forged, well, a strong worded letter from IRCC should have been sent your way long ago too. I hated it, but I can understand that Canada takes their time ensuring that they're not giving the citizenship to a criminal, but in your case, I just don't get it. Gathering dust just isn't acceptable. I'm so sorry.

Three years is a point I'd think mandamus should be considered.

I have received below letter from CIC. Application was filled July 2023.

I am going to talk with issuing authority to clarify on this and provide evidence. I have all the evidence which i have recevied from them via email also. Just want to get some guide line what should be the right approach.

Content of letter is below:

This letter refers to your application for Canadian citizenship under subsection 5(1) of the Citizenship Act.
Section 22 of the Citizenship Act prohibits a person from becoming a Canadian citizen if that person
 [pursuant to paragraph 22(1)(e.1)] directly or indirectly misrepresents or withholds material
circumstances relating to a relevant matter, which induces or could induce an error in the
administration of this Act.
Please be advised that I have received a report, prepared by a citizenship officer, alleging that you are
subject to the above prohibition pursuant to paragraph 22(1)(e.1). Specifically, the allegation indicates that
you supplied the following evidence in the course of an application for citizenship:
 A Language Instruction for Newcomers to Canada (LINC) certificate issued by ------
-------------with the following results :
Listening : 4 ; Speaking : 4 ; Reading : 4 ; Writing : 4
The Department has confirmed that the above noted evidence was not issued by----
-----------. By submitting this document, you could have induced an error in the administration of
the Citizenship Act thus indicating that you may be prohibited from being granted Canadian citizenship due
to misrepresentation.
It is my role to consider the allegation, render a decision as to whether these allegations are accurate, and
determine any subsequent action. Please be aware that a determination that misrepresentation has
occurred will result in the refusal of your citizenship application and the imposition of a five-year prohibition
period during which any subsequent citizenship applications from you will be refused.
I would like to provide you with the opportunity to respond to these allegations. You have 30 days from the
date of this letter to submit information that you would like considered and relevant evidence that refutes the
allegation of misrepresentation. Please respond using the address at the bottom of this letter or the following
email address: ----------------------- and clearly indicate your file number for all
correspondence.

IRCC thinks you sent a fake language proof. Either you did and you're in deep shit and it's probably worth asking a lawyer what your current options are, or it's a genuine proof and a lawyer can help you navigate this.

Thanks for the reply.

I have just spoken with the issuing authority and they are shocked as well and said to me no one checked with them. They checked their record and its correct nothing is fake there. They asked me to provide IRCC letter so they can help me in this with whatever is required from them. Just trying to understand from seniors what documentation i should ask the organization to give to me?
