2022 parents sponsorship, security screening 20 months, Is Mandamus effective?

My dad's file is in security screening since Dec 2023. He had several years of conscript over 50 years ago in China.
I want to apply for Mandamus for my parents' application.
Can anyone share the effectiveness of Mandamus?

That said: while 2 1/2 years for PGP may seem long, my understanding is it's not that long actually. If not excessively long, mandamus tends to be unsuccessful - or in other words, 'this may be long, but it's not exceptionally long processing time' is actually a working defence for the IRCC.

I am preparing Mandamus by myself. I will wait for a while to submit Mandamus.
