Congrats，If you didnt start apply yet, I would say you probably want to apply for the EE, cuz that will not take quite long like the paperbased. I am already wait more than 12 months, and still waiting.

I received nominatiom on paper based application so i cant change that now.

I received nominatiom on paper based application so i cant change that now.

I saw lot of people apply the EE during the Paperbased in process, so I would say probably do some research, and then find a way to apply EE.

I don't think he can . Because on the nomination paper it's written that "You must apply to IRCC using a paper application form not Express Entry "
