i am not really sure. they might be doing something in between that we do not know of. i know many people personally who got PR from 2017 recently. one is my close friend got one. maybe it depends how carefully you apply. hopefully it wont happen to us. they should get theirs too. everybody has put so much effort for it. good luck to us all.
hope so !

so you trying to say people went out of country during their PR in process leads to delay in their application? i went out for a month too lol
no. he did not want to do vacation just like me..it does not delay the process. but we just dont want to do it..we wanted to finish the process. him leaving the country suggests that he got PPR since you are saying even oct people are getting it. coz its been more than 3 weeks him being away which is difficult to do while in process.

today, a cic officer called me, but I missed the call. I can find this number on government website. Does anyone know the intention of the call ? I cannot see any changes on my CIC account tho.

Yes, having said that, it assumes that you already have a PNP and this is just for federal paper-based PR application, then NOC skill level A or B should bypass IELTS.
What's the minimum IELTS score requirement for paper based with skill level A/B applicant

One more question, what's the IELTS score requirement for paper based PR with skill Level A/B applicants?
