They want new police certificats for some reasons, and bunch of updated application forms to be provided ASAP. He sent police certificats with original application, both from Poland and from UK. Why they want new once for?

I could only guess that it’s because his old UK certificate is more than 6 months old and he’s still living in the UK. Though, not sure why they’d ask for the Polish one again.
