I do agree with Suvan on this point. CIC clearly says that applications are processed in the order that they are received. I can totally understand that some applications take longer than others, but for any application to receive an eligibility review faster than one received before it is unfair and mocks the process itself.

That's exactly what their is a reason. For example, as part of the changes that come into play FSW applications that were for an in demand occupation were being processed faster than others.

What we are seeing is not random. Hopefully in time we will know exactly what they are doing.

As I said My friend is a vehicle tech, which IS on the list. He is an august applicant and still hasn't got med request! so this proves that theory is wrong, or he would have is PR by now and yes Spookyb your totally right!, it Mocks the system, makes it look a joke, I agree 100%!

Which is what my theory was as well! They are piloting CIO as the eligibility screening stage and those with "in-process" are test cases to see how it performs.

Coming from a public sector agency, this seems like a typical manuever, where the agency pilots a process change, as opposed to implementing first and then having to waste money reverting the same.

We wont know for sure until there is a trend. One case is not enough for a theory...

Guys,

I was reading 2013 applicant profiles to see if there is any correlation between 2013 applications and a prompt MR from CPP-O and here is what I think is happening:
1. CIO, Sydney is doing the eligibility test for all applicants.
2. Some applicants (randomly chosen or due to complete/strong supporting documents) are put into "in process"
3. CPP-O receives all applications (app received as well as "in process")
4. VO starts working on all the applications
5. Applicants with "in process" status definitely has some advantage (due to supporting documents/NOC/place of residence/...)
6. Those with "in process" status and a straightforward travel/residence history get the Background checks done sooner, hence early MR or sometimes clubbed with RPRF

Again, this is all speculation and we need more data, however the trend seems to be building up.
