My county checklist came with the photo specification at the end. Im assuming thats appendix B in this case. Thats the photo specs i followed.

Since you are posting in family sponsorship...i assume you are wanting the PR card specs and not the Visa specs you posted a link for.

This should match what you see in the appendix B which is the specs for the PR Card. http://www.cic.gc.ca/english/information/applications/guides/pdf/5445EB-e.pdf

You should use the photo specification as advised on the LATEST VERSION of your country specific checklist. I am assuming you are talking about spousal sponsorship and that your PA is Indian. On the checklist that I see when I say the PA is Indian (IMM 5533 12-2016 E) on the CIC website, there is a link for the photo spec on Page 5, this is the link:

So the correct spec is the larger 50 x 70mm version.

The smaller spec you refer to is the 'old' specification that was changed from January 2016 - I know this as I was completing my own forms over this time period and nearly got 'caught out' submitting the old smaller size of photos, it was only a day before I went to the photographer that I noticed a new version of the checklist with this new, larger photo size.
