Don’t rush in reapplying. Order GCMS notes to know the exact refusal reasons. That way, you can prepare a better application.

You got the full package of refusals.

The only info you have provided is the country you are in presently, but there's probably more to your rejection, as it seems the officer does not believe you will benefit from going to study in Canada.

What is your academic/work history, what course did you apply for and where?

Apply from your home country where you have citizenship rights in. No way VO will approve your study permit if you're just a temporary worker in a foreign country

I wouldn't say there's no way, as we've seen people get approved while on temporary residence permits status, even in the UAE though it seems the officers there are strict with meeting all the criteria as a bona fide student. There's more to an application than just the country of residence.

So which course did you apply to obtain study permit?
And what changes did you make in your second application ie course changes or SOP only?
