I am no legal expert, but the letter tells that his PR card is abandoned because your dad didn't attend the interview.

And the officer also wasn't told when can he expect your dad in Canada.

can you please explain what happened?

1. He didn't submit an address for delivery of his PR card in Canada within 180 days. He is not in Canada. So once he returns to Canada, he can apply for a PR card in the normal fashion, if he meets the residency requirements.
