I am a girl applied for second time on study permit after 1 refusal

First application: Refused ( 3 weeks processing times)

Second application:

Applied: March 2021
Submission Confirmation: 1 day after
Request Document : 1 June 2021

I have been waiting for more then 120 days (more than 17 weeks) . Is this request for positive?

The long time could possibly be due to the covid situation in your country and if the officers are processing any visa at the moment.
An ADR should normally mean that your file is being processed and additional info is needed to make a decision.
