Anyone who has recently applied for SINP. What is the procedure. Is there anything like time bound opening of application window.

Hi I was applying for PNP program of Manitoba. In the form it asks 'if you have some pending immigration application' Does this mean we cannot apply for other provinces simultaneously. What Should we write for similar questions if asked while applying for other provinces.?? Please help
