Manitoba pnp asks whether some pending immigration application

Hi I was applying for PNP program of Manitoba. In the form it asks 'if you have some pending immigration application'
Does this mean we cannot apply for other provinces simultaneously.
What Should we write for similar questions if asked while applying for other provinces.?? Please help

Just say Yes if u are/have applied to other provinces (this will reduce your scores) and no if u have not. Be truthful
