Our file was tranfered into Manila from one of the offices that closed,so maybe it is different for those applications that are from within Philippines. What would look worse for a potential re-application for spousal PR if the first one was withdrawn or would not using the visa be better,if issued?

My spouse is also from the Philippines and we only submitted an NBI and so far have not been requested to submit anything other clearance. I think the NBI is all you need,unless you have lived in another country longer than six months.Then you would need a police clearance from that country also.

In my opinion the financial support is not really a factor,however,your spouse paid the fees and it is usually the sponsor who pays them and not the sponsored.
