You can't, not that they can come after for support anyway. A support letter is non binding.

most applications can be withdrawn through the webform, but Visas, If you provide a little more information I/we may be able to give you more specific guidance.

We had invited family members to come and visit in Canada. The family members were issued multiple entry visas, not sure if that is the same as super visa. The family members arrived and stayed. One has left Canada and the other had left and has returned. There has been a breakdown in the family relationship and we want to inform IRCC we are not going to be supporting them anymore. How to contact IRCC to inform them?

You can't support visitor visa in the first place, so nothing to withdraw.
