Can't you call directly? You can use skype to make the call. Directly dial the number.

Other than email is there no other notification of PPR? Like a message in CIC... Just curious.

I am in the same situation. You can start by registering at the passport seva site for an appointment. As far as I understand you need to take PCC from an RPO near your present address.
