    I made this question, but I'm still waiting the answer lol. But I'm 100% sure that IRCC starts to process the PR card after p2. I saw another applicant on Facebook who got p2 in December and Copr few weeks ago. The PR card arrived last Friday.

    It's not necessary to renew the permanent residence, but the PR card only. As soon you are an Resident Permanent, you might be a sponsor, except if you were sponsored for someone in the last 5 years.

For now, I don’t think applying for the notes would give you any important information about your application. Waste of time and will let you more anxious. And no, the notes won’t change the processing time...
