    Realistically if U of Windsor refuses you it is fairly likely that all Canadian public universities will likely refuse you. Even if you get accepted to a school there is a good chance IRCC would deny the visa because of your GPA.

    What document request? You only mentioned pre-arrival email. Processing location doesn’t always mean anything. IRCC tries to distribute files across many offices.
