    Wouldn’t expect PRs who have no criminal record and who have followed their residency requirements to be a target. This is really to target things like criminals or perhaps even to cancel PRs for people who have been outside Canada longterm, never settled in Canada, etc.

    They should use their supervisa and once they have returned to India and established their lives then they can apply for a supervisa. If they apply for a supervisa from the US IRCC may think they are trying to move to Canada from the US and not just visit and return home to India.
