Ties to country for Supervisa for parents working on L1 in the US

I have a unique situation. My parents are currently in the US and my father is on L1A visa but he plans to retire soon and move back to India. I want to apply for their Supervisa (I am a Canadian citizen). I am confused on how to show ties to go back - my father was transferred from India company to US company and is still working (65+) but we want them to come to Canada and spend a few years with my family (and their grandkids). We do have some properties and a business to show India income. Anyone have any suggestions on how best to handle this.
They will apply from US to get this super visa (They already have a visitor visa)

They should use their supervisa and once they have returned to India and established their lives then they can apply for a supervisa. If they apply for a supervisa from the US IRCC may think they are trying to move to Canada from the US and not just visit and return home to India.
