    As long as you have a valid travel document for the country you are going to, CBSA shouldn't care where you go. Although, unless you already have that travel document, might be a bit tricky getting a new travel document as CBSA won't hand over your passport until you leave.

    So when you submitted your licence to ICBC, did you receive a full BC license? If you did, just use that to get an Alberta license. If ICBC gave you a GDL, and you're now trying a work around to get a full Alberta license, that's why they won't accept a duplicate license. You can higher a lawyer...
