Picking up the PR card from an office

so I messed up the address and I never receive my PR card. Now they’ve sent a second one to a cic office and asked me to pick it up.
The issue here is that I need to provide multiple IDs and I have only my passport and COPR as ID proof because I landed and returned immediately.
Has anyone picked up a new card before? What ID do you need to provide?
I have no drivers license or health card to show as photo ID.

Does it specify whether it has to be a photo-ID? A lot of places in Canada (e.g. pickup of Canada Post/Purolator packages, buying alcohol) require multiple IDs, one being a government-issued ID and the other being an ID that only has to show your name (e.g. credit card, bank card, employee pass, library pass)

If you returned right after landing, does that mean that you are currently out of Canada? If so, you can't take a flight to Canada without a PR card or a Permanent Resident Travel Document which you would have to apply for.

An alternative is to take a flight to the US and cross the land border.

Unless she is from a country that already permits visa-exempt travel e.g. most European countries, US, etc.

EDIT: Nevermind, I read this somewhere but seems it's true even if you're from a visa-exempt country you won't be able to apply for an eTa.

Not necessarily. You need an eTA to travel to Canada by air. You can't apply for an eTA as a Permanent Resident. Even if you had an eTA before becoming a PR, there are reports that eTAs are cancelled after becoming a PR. Sometimes you are lucky for a while before the eTA gets cancelled, sometimes not.

The only actual exception are US citizens, who, in fact, only need a passport to board a flight to Canada.

These are the Documents I’m supposed to carry:

When you go pick-up your PR card, we invite you to bring the following documents:
  • Call-in notice (if you have it),
  • All passports and travel documents (current and expired) held in the past 5 years,
    • passport stamps and visas, accompanied by a certified translation if they are not in English/French,
  • Valid Canadian photo ID issued by the province or a federal agency (e.g., driver's license, health card, etc.),
  • (If applicable) Expired PR card,
    • a new card will not be issued unless the expired card has been returned,
  • Proof of residence in Canada may be required (e.g., notice of Assessment from Canada Revenue Agency, T-4 statement, employer's letter, school records, etc.),
  • List of all absences from Canada including day, month, year (for the 5 years prior to the date on the notice), and
  • An interpreter, if required.

“A valid Canadian photo ID”. Which is weird because, for applying for an Ontario photo ID or a health card, they seem to be asking for documents Canadian birth certificates, etc. Which is pretty confusing and almost impossible to provide for a new immigrant.

Yup, I’m outside Canada. I just applied for a PRTD at the local embassy.
