Dear Marvik , no they did not inform me , i just got the caips today and found out myself .
After submitting endless documents ( MR,RPRF,2nd time PCCs, schedule1,photos etc )and giving 100 % effort , this is what i get as a reward ? its truly unbelievable !

With regret i have to inform you all, i'm one of those unfortunate applicants who applied before feb 27 2008 and falls in to that miserable category.
Today i received my CAIPS , it says the following

"case suspended due to OB442 "

Right now i'm speechless and do not know what to do next

Hi, Very sorry to hear about this, However a its very strange outcome. Read this carefully. I beleave the second row in the table applies to you.

As for my knowledge if SELDEC has been reached before March 29, 2012 then your application should be processed. Check SELDEC date in CAIPS.

it looks bit strange , isn't it ?
i read the OB442 , and felt i would fall in to the 2nd category of the table , if so how come they mention " case suspended due to OB442 ".any suggestions !

This is really strange situation.
Usually if applicant received MR it is SELDEC 1, I asked Qorax about the same. Maybe you can write to him in his treat.

Bundoora's case decision does not look like having an impact from the cessation of processing and return, As he mentioned, his application has been processed since he has done his meds paid his RPRF etc. The decision infact is due to an another reason.

I don't know how to read CAIPS. How did you come to the conclusion that your case is "suspended due to OB442 "?

Since you have done medicals, I believe the following OB instruction should be applicable to you. Please don't lose your hope.

If the officer…has established whether the applicant meets the selection criteria prior to March 29, 2012 the application has not been finalized before June 29, 2012… and Then…processing of the application continues to a final decision; and
fees paid to CIC will not be returned to the person who paid them.

I am pretty sure that the CAIPS have not been updated. Is there a BFD mentioned? As for my understanding to go into medicals you have to be SELDEC=1 and since you done medicals you have to be SELDEC=1. (I am stating these facts as for the OB442.

I think you should go in person to Colombo CHC. Please keep us posted. I am very positive about your case and really hope that you can get things sorted out. All the best
