'The rule is there is no rule.' This is the golden rule when dealing with IRCC in general. As a refugee, you could receive NOD within 7-8 months, but it is also normal to take +2 years, and nowadays even +3 to get a hearing.
The same thing with PR applications. There are 'lucky' applicants whose files will be processed 'relatively' faster than others, within 12 to 18 months.
It shouldn't be surprising to see some 2024 applications move faster than yours. This could be for several reasons.. Maybe the Pilot program (12 months to receive PR for applicant and dependent abroad), maybe because of the processing office, the officer handling the application, completed background/security checks, etc.
Simply say Big Congratulations to those whose applications are moving fast.
Live your life, don't stress yourself. You are heading there. Just be patient.
A reminder: Last October, you, like all of us, were shocked to see the estimated processing times jump to 30 months maybe or more.. This was beyond your control. It caused panic and anxiety to all. Then came the one-time initiative announcement, then the revised estimated processing times by early 2026 and again Feb 2026.
You have been waiting for months.. it is almost over.. You are there..
