As my own experiences in different stages of this work from claim to citizenship on a few files related to my friends and family. It might be wrong. But I have a believe on it.
1- The timeline is not solely referred to your submission date. It is more related to your pre-approval letter date. The rest is the time difference related to the background check which is up to a few days or couple of weeks difference between people. Remaining whole time in Canada or not, the country of origin, the nature of your files and .... are the main criteria which makes difference. By experience not much. If they have problems with that, for refugees, they are likely to contact you for more documentation. And it is rare.
2- Please please please do not go to MP or submit webforms if you are in timeline. For example if you have submitted your documents in February, March or April 2023, and you received your pre-approval sometimes in May-July 2024, your file is current. They are working on your file. Any touch to your file may delay it even up to a few years. Yes few years. Please be patient. I never ever saw any help from MP or webform on the CURRENT files. May be on significantly delayed files but not the current ones.
3- The files are not in chronological order. If you received your pre-arrival letter 5 days sooner than another person, it does not mean that you will receive the p1 letter 5 days earlier. Do not panic. Even for p1 to p2 there is no solid rules.
4- Cautiously, do not apply for GCMS notes if your file is current. You may link your PR file number in your Canada.ca/GC-key profile and see if your background check has been started or not. The rest needs patience. Also the phone call does not make your files delayed. But GCMS notes... May be.
5- Do not push it unless it needs a push. 5 months delay from the timeline (for getting P1) of others receiving eligibility letters as yours, is the start of thinking that your file is delayed.
6- Never think of the bad news about the new rules. Bill C-12 is not passed yet. Even if it is passed in near future, it takes some meaningful time to be considered and the cases are reviewed and considered. If you are not affected, you are not affected. If you may be affected, you have no control on what will happen. So do not do blind shots. Keep patience.
You will smile at these days in a few months.
