I think we’ve been in the final stage (comprehensive security) since March 2024, and our family’s requirements are all complete.

I have found the source that is the same as what you had figured. I do hope having some empty chairs remaining for some of us this year of 2025.
"The number of approved PRs is not the same as the number of admitted PRs, as "Admissions" refers to permanent residents who have actually arrived in Canada and become residents, while "Approvals" are the decisions made to grant permanent residence but don't account for the actual arrival. For example, in the first seven months of 2025, IRCC made 266,800 decisions (approvals) but welcomed 246,300 new permanent residents (admissions)."

It feels a bit like cleaning out drawers and closets in the rush to make space, sometimes even useful things get thrown out along with the clutter. I’m sure more refusals are coming to speed up processing, just hoping we don’t end up as collateral damage

Refusals before eligibility - if you got PAL so you are eligible. If applicant is refused after that, it will be on grounds of medical or security........ .

Before I answer you, I want to make it clear that this is based on logic, general understanding, and available information. Nobody can say with complete certainty, neither fully in favor nor fully against.

Refusals in general come in the early stage, which suggests they are usually at the eligibility stage. Eligibility means whether you meet the program requirements. If you have received the PAL, it means you already meet those requirements and you are considered eligible.

After this point, refusals may only come because of security, medical issues, settlement funds, or misrepresentation. Even In most cases, medical or misrepresentation issues can also be checked earlier in the process. What do you think?
