I have found the source that is the same as what you had figured. I do hope having some empty chairs remaining for some of us this year of 2025.
"The number of approved PRs is not the same as the number of admitted PRs, as "Admissions" refers to permanent residents who have actually arrived in Canada and become residents, while "Approvals" are the decisions made to grant permanent residence but don't account for the actual arrival. For example, in the first seven months of 2025, IRCC made 266,800 decisions (approvals) but welcomed 246,300 new permanent residents (admissions)."

PAL1 yes in Feb 2024 , but PAL2 no . not everyone receive two PAL

It feels a bit like cleaning out drawers and closets in the rush to make space, sometimes even useful things get thrown out along with the clutter. I’m sure more refusals are coming to speed up processing, just hoping we don’t end up as collateral damage

Refusals before eligibility - if you got PAL so you are eligible. If applicant is refused after that, it will be on grounds of medical or security........ .
