Hi,
I am medical billing specialist and have almost 4 years of experience alsoni have done masters in physical chemistry woth research. How I can find job and how to get job offer .I want to migrate woth my family .mu husband and a child .my husand is also graduated in physics and he is lecturer and have 6 years of experience.

You need to go on Canadian job sites and get a job offer. You then need your employer to file and pay for a LMIA proving no Canadian/PR has the experience/education/language skills to do the job, only you. With approved LMIA, you file for a closed work permit showing your reference letters, education (ECA) and language skills.

Why not look at immigration programs like Express Entry rather than a job. Given your current job not sure you will find one in Canada as you have no knowledge or education of the Canadian healthcare system.

How do you know if an employer is looking to hire foreign workers? Or do you not actually know and you just apply and hope that one replies and says they are willing to hire a foreign worker?

Most are not unless specialized skills that are in demand in Canada or for jobs that are hard to fill by those already in Canada.
