Yes, there is a chance to get process moving but getting response from Mandamus also taking more time as compared to previous one. But it is worth trying it if you are stuck for more than 20 months.

Well, I did not understand your question well. However, if you have background verification in progress in the tracker status update panel it means your application has been picked up for comprehensive security check and will be handed out to CSIS/CBSA for further processing.
Yeah of course, I have more than 70 cases like this. If someone see below messages in tracker then it is for c-check.

Today I review my IRCC account and also is showing the same. I found out that backgroud check pass from "Not applicable" to "We are processing your background check. We will send you a message if we need more information."

No everyone does not receives such message. And if someone see this in the tracker means it is for comprehensive security check.
Well, Background message changes as your application has progress on it. I have consolidated below and it looks this holds good too.
Background message will change as application have progress... and during life cycle it may change like below...
NA1 (Not Applicable) - very initial stage of background check .. this will be right after AOR and before medical passed
IP1 (In Progress) - Once you pass medical then status will be change to "You application is in progress..." mostly R10 completes here and almost documents will be check and uploaded on your application .. there will be rejection if missing documents and not able to provide... etc.
NA2 (Not Applicable) - Again BGC status will be updated to "Not Applicable.." here info sharing, criminality ..eligibility will processed and application will be identified if routine or not routine check required for security check..
IP2 (In Progress) - Again BGC message will be updated to "we are processing your background check...." here mostly security check will take place and for routine check it may take 1 day to 100 days .. and if non routine check then depending on case. probably may take few months to few years.
Note: This is my observation and verified this with few applications and status changes like this .... sometime on lucky cases these status may change in a day
