Do you mean if you did not disclose your previous visa refusal and apply again, IRCC can issue ban to enter Canada for 5 years. This is called misrepresentation. If someone lied about their visa refusal history, that's misrepresentation. If that person disclosed previous visa refusal honestly, it's not going to result in a ban.

What? You can be refused multiple times. Did you get PFL?

How can a LMIA be an open work permit? Did you get refusal letter or PFL?

our family applied for lmia, my wife, the main applicant, she and my daughter were approved, mine was rejected (representation error and they did not place a canceled deportation order which lacked proof of ties with my country) today my wife has already submitted an PR application for the whole family via the pnp in express entry

What is your status in Canada then? You need valid status in Canada for PR application to move forward.

Make sure your Canadian refusal and any immigration refusals for all countries are included in PR application.
