no stamp required, just a 2 inch x 2 inch photo pasted on the form. you can apply for them in their absence technically speaking, but if there’s a mistake in the form or documents, it helps to rectify on the spot so you don’t lose your chance (eg. a missed signature).

Oh I see, thanks for clarifying that! That means the column labeled “OCI received date” is when the document was received in Ottawa and not delivered to the person. I was so mistaken lol. Can I travel with just the OCI number (this is for a minor) in case my entry visa doesn’t arrive in time...
