    I think we are really stuck in a rubbish system. The applicants from 2024 are getting their PR, the applicants from 2023,2022 are still waiting, and we, who are in Quebec, are completely forgotten. They reduced the delay by one month, but the numbers are still the same as before.

    Short answer: yes — what you wrote is logically correct,but legally and operationally IRCC does not treat it that way. A person may have passed security screening in 2019, but we must confirm again before granting PR in 2026. That's IRCC approach and this take a lot of time unfortunately.
