    I'm so sorry but you didn't meet the minimum income for 2019. Your NOA for 2019 should have at least $50,414 to sponsor both of your parents

    As long as you met the minimum income for 2019 and you filed your tax return, I don't think there would be a problem.

    I think this is a form of abuse from her employer. She can apply for an Open Work Permit. Open work permit for vulnerable foreign workers who are victims of abuse https://www.canada.ca/en/immigration-refugees-citizenship/services/work-canada/permit/temporary/vulnerable-workers.html
