I'm so sorry but you didn't meet the minimum income for 2019. Your NOA for 2019 should have at least $50,414 to sponsor both of your parents

As long as you met the minimum income for 2019 and you filed your tax return, I don't think there would be a problem.

I think this is a form of abuse from her employer. She can apply for an Open Work Permit. Open work permit for vulnerable foreign workers who are victims of abuse https://www.canada.ca/en/immigration-refugees-citizenship/services/work-canada/permit/temporary/vulnerable-workers.html

22 and over are not considered dependants anymore. You don't have to include them. It clearly says dependants there "Do you have dependants to add to this form? (required)"

We applied by ourselves, but if you are not confident with paperworks or requirements, I suggest to get an agency.

He is on visitor visa.
