Yup, definitely not a dependent in that case, not even a non-accompanying one. Make sure you make that clear to IRCC.

Usually, there are no exemptions from this requirement for members of the family class or their family members, accompanying or not. However, you can try to submit a statutory declaration stating that you understood that by the dependent not completing the medical they would be forever excluded...

Do you remember what date you started getting the automated message about background check? Today finally the automated message changed for me and I got "we are processing your background check" which I wasn't getting before. Now I'm wondering if PPR is close

It's possible that they extended the previous medicals for him for an additional year if they believed that he is low risk due to his young age. You can call IRCC to confirm.

Do you mean the length of validity of the PR visa? Most likely it is the same as the expiry date of the medical exam, which in your case should be Aug 2024.

Interesting, the automated message only tells me that they are reviewing if eligibility requirements are met, and that they dont need interview or fingerprints. Nothing about background check. GCMS notes shows eligibility is passed, and background is in progress.

Maybe try calling IRCC, or send an email to your MP

I sent a message to IRCC Vancouver regarding having to re-do medicals since PA is in Canada, and they responded today that they have reassessed the medicals for PA and deps and extended validity for a year.

I think since they asked you to re-do the medicals before the current ones expire, it may mean that all steps are complete and they want to issue PR visa with longer validity. Hopefully good news soon.
