I believe you should be able to work until your PGWP expires in May. You must stop working after that.

Experience or training doesn't count. Your brother in law will have to wait for MCC's ECA. First he has to do a source verification through physicians apply and then request the ECA. Be ready to wait a couple of weeks or months. My wife already got her source verified, she's now waiting for ECA.

I believe the system will lock after April 21st.

Very low to none chances of getting invited through express entry. Your NOC is not regularly selected for a specific OINP draw (like tech, health, or trades). Your option is a general OINP draw. There was one this last January, and the previous one was in 2022. Consider learning French.

There is no timeline. It depends on when your NOC is selected for the draws. Once you submit your EOI, you may get ITA the next day if you are just so lucky that there was a draw that day that included your NOC (and you had enough points to be invited).

Did you stop working when your work permit expired?

I'm still in the nomination process, but I believe I've read that you have to provide biometrics again when applying through OINP even if you already had biometrics done in the past 8 years.
