TRV application From India (outside Canada) on a Valid Work Permit (extension)
Yes you can till the time you have valid status, but the wait time for getting TRV is long in India, I would advise If possible get TRV within Canada- AK88

it depend from which country you applied based on that the processing time you can predict. Did you apply on New IRCC Portal or GC Key Site?
