Hello ! Can I travel with One does of Pfizer vaccine because our second does time is not finish Pleas answer to me we also book Tickt and get Exit permit for afghan Passports.

Do you have the Canadian PR visa and COPR? If so, you can enter Canada (as an Approved permanent resident not yet in Canada) but will be required to do quarantine as not fully vaccinated (so far anyway, this could change).

Note, there are more requirements to enter, i.e. you will have to get a PCR test and have a place to quarantine.

Form IMM5669 (Schedule A - Background/Declaration), says that it has to be filled out for all family members 18 years or older. Does that just include members who are accompanying the Principal Applicant or do I still have to do the forms for those who are not being sponsored?

The sponsor doesn't have to fill this form, but here's a list of who else has to:

Schedule A – Background/Declaration (IMM 5669)
This form must be completed by:
  • you, the principal applicant;
  • your spouse or common-law partner (whether accompanying you to Canada or not), and
  • your dependent children aged 18 years or older (whether accompanying you to Canada or not).
For refugee claimants in Canada: Only family members included in your application for refugee protection who are with you in Canada must complete this form.

No you don't have to in spousal sponsorship.

It says spouse there in cases where the spouse isn't already a PR or a citizen. (Because a PR for example would have filled this form at some point in their application in the past) You have to keep in mind that these forms are used for many other application types.

For example (parent sponsorship), where in that case the principal applicant (mother for example) and her spouse (father/step father) will both fill a copy of the form.

It's better if you check with your local VFS directly. (COVID rules and etc could play a role) I'm not sure about your specific location, but in other locations I was able to pick it up from them directly in the past.
